The Ministry of Finance of the Russian Federation is going to change the ways of financing scientific research from the budget, so that the funds go only to projects that were previously approved by the Russian Academy of Sciences (RAS).
The need to tighten the conditions is explained by the fact that there is now a legal vacuum in the rules related to the deadlines for the presentation of opinions. The SAN still has the right to block the allocation of money, but in some cases the project is sent too late for review to the academy. As a result, a negative conclusion may come at a time when the allocated money has already been spent.
The draft resolution of the Cabinet of Ministers “On amendments to the Regulation on measures to ensure the execution of the federal budget”, published by the Ministry of Finance on reglamento.gov.ru, excludes the possibility of transferring budgetary funds for scientific research that does not It is approved by the Russian Academy of Sciences.
