The State Duma Committee supported a multiple increase in fines for failure to appear at the military registration and enlistment office


The Duma Committee on Legislation and State Construction recommended that MPs pass an amendment on monetary penalties for no-shows without a good reason on the agenda.

As indicated in the documents published in the electronic database of the State Duma, the initiative provides for amendments to the article “Failure to comply with military registration obligations by citizens.” Currently, there is a fine in the amount of 500 to 3 thousand rubles. Deputies believe that the penalties should be increased to 50 thousand rubles.

In the law “On Military Duty and Military Service”, good reasons for non-appearance are illness or injury, serious state of health of a citizen’s father, mother, wife, husband, son, daughter, brother, sister, grandfather, grandmother or adoptive father, or participation in the funeral of relatives. The legislation also refers to valid reasons, an obstacle that arose after the action of force majeure, or another circumstance that does not depend on the will of the citizen. Furthermore, any reason must be supported by relevant documents.

In addition to increasing the fines for failing to appear on the agenda, the Duma Committee approved an amendment to increase the fines to 500,000 rubles for failing to assist military commissariats in their work when mobilization is announced.

We are talking about the introduction of new paragraphs in the Code of Administrative Offenses. In particular, for officials, the punishment will be 60-80 thousand rubles, for legal entities – 400-500 thousand rubles. The same fines are provided for in the article, among other things, for non-compliance with the obligation to organize or ensure the supply of equipment to assembly points or military units.

In addition, a reform was approved on the increase in fines for not presenting a list of citizens subject to initial military registration to the police station. While the penalties for this range from 1 to 3 thousand rubles. After the adoption of the amendment, they will increase and amount to 40-50 thousand rubles for officials and 350-400 thousand rubles for legal entities.
