Valery Fadeev, Chairman of the President’s Council of the Russian Federation for the Development of Civil Society and Human Rights (HRC), presented another initiative that worries people who want to have a dog.
Fadeev urged selling dogs only if their future owners took part in special courses on the treatment of animals. In this regard, he considers it necessary to take into account the practice that was in force in the Soviet Union.
As Fadeev emphasized, “there were many correct decisions in the USSR.” And he called one of those successful decisions that only a person who has passed the appropriate courses could buy a puppy in the Soviet Union. He suggests going back to him.
