Domestic companies that produce “smart metering systems” propose to ban the installation of foreign household appliances in homes and establish fines for violating this rule.
This was reported by the “Kommersant” publication with reference to the conclusion of an independent anti-corruption expertise from the “Kachkin and Partners” law firm, which was sent to the Ministry of Energy, the Ministry of Justice, the General Prosecutor’s Office and the Ministry of Industry and Trade.
By law, as of January 1, 2022, providers and network organizations must use only household metering devices. But since the legislation does not provide for sanctions and does not mention a direct ban on the purchase of foreign meters, some organizations do not comply with these requirements. In this sense, the law firm proposes establishing a prohibition on the purchase of foreign accountants and introducing a specific amount of fine for non-compliance.
According to market participants, this year they are buying exclusively Russian measuring devices. In addition, the Russian authorities approved a series of measures that give preference to domestic accountants when making purchases. Therefore, experts believe that punitive measures in this matter are unnecessary. At the same time, according to the source of the publication among manufacturers, it is now impossible to track how many meters made in the Russian Federation the company buys, and some take advantage of this opportunity.
As another interlocutor of the newspaper noted, now there are no completely domestic meters, because the component base is produced in other countries. Therefore, the most correct thing to do would be to invest in the development of microelectronics in the country.
