The State Duma will consider a bill that would force companies that provide paid digital subscription services to notify consumers about the daily charge.
As one of the authors of the document, Andrey Svintsov, deputy head of the Duma Committee on Information Policy, said, if the money is written off without warning the customer, the seller will be obliged to return it. The bill also stipulates that debiting funds from a card that the consumer has withdrawn from the site prior to purchase will be prohibited.
At the same time that the debit is notified, the client must receive information on how to unsubscribe. Such a link will help consumers to track subscriptions, cancel them, even after the end of the free period, automatically renew paid subscriptions, unilaterally change the terms of a subscription, notice a discrepancy between the subscription service and the offer declared by the seller.
According to Svintsov, Roskomnadzor and Rospotrebnadzor will control the implementation of the new requirements, which will receive the necessary powers to do so. Although no sanctions are foreseen for infractions, they will be determined based on the results of monitoring the implementation of new regulations.
